Application for a Temporary Traffic Regulation Order

This application may be used for all forms of temporary traffic management such as oneway restrictions, temporary speed limits, or road closures associated with public events and/or works on our adopted highways. This form should not be used to request permanent changes to parking or waiting restrictions.

Guidance notes for applicants

1. The Council's Legal department requires six weeks advance notice in order to prepare road closures. Therefore applications must be received in sufficient time for processing before they are forwarded to the Legal department.

2. Applicants are advised that in accordance with Section 76 of the New Roads and Street Works Act 1991 they will be invoiced for costs incurred in the preparation of the temporary road closure.

3. The charge for a temporary legal order is £650.00. A Purchase Order number must be supplied with this application.

4. The reason for the road closure should include details of whether it relates to a development, particularly section 278/38 of the Highways Act 1980 Agreements that may be in place or being negotiated.

5. A plan indicating the extent of the closure and any diversion must be submitted with this application.

6. Applicants must erect, at each end of the diversion, an information sign giving the public advance warning of the proposed diversion. The design of these signs must be agreed with North East Lincolnshire Council and they must be in position ten days before the commencement of the road closure.

7. It is the responsibility of the applicant to arrange all necessary traffic management (signing) in connection with the closure. This must be in accordance with the Traffic Sign Regulations and General Directions and the Traffic Signs Manual, chapter 8.

8. The persons responsible for the erection, maintenance and removal of all necessary road closure and diversion signs will be accredited under the New Roads and Streetworks Act 1991 and must have Public Liability Insurance which will indemnify North East Lincolnshire Council against any claim in respect of injury, damage or loss arising from the works and provide a minimum of £5,000,000 cover.

9. A full risk assessment and method statement of the work to be completed must accompany this application.

10. Statutory undertakers must arrange appropriate media publicity in advance of the road closure.
